2. What is a plant passport?
A document that accompanies plants: an official label indicating that the phytosanitary standards and specific demands as stated in Directive 2000/29/EEG have been met. This document has been standardised at EU level and is drawn up by, or on behalf of, the official body of an EU member state.
3. Which plants must be accompanied by a plant passport?
The EU-Phyto directive 2000/29 states which plants must be accompanied by a plant passport. For the majority of crops, a plant passport is obligatory to be able to market propagating material. The use of a plant passport not only applies to trade with another member state, it is equally obligatory when propagating material is moved within a member state. This means that a plant passport is also obligatory when plants are traded within the Netherlands, even if the plants are being delivered to a neighbouring company.
4. What is a quality-plus system?
Naktuinbouw has developed two quality-plus systems; Naktuinbouw Elite (for individually tested and disease free propagating material produced in a pyramid system and maintained under controlled conditions) and Select Plant (for lots of propagating material of exceptional health/quality). Participation is voluntary.

7. Does Naktuinbouw perform inspections abroad?
It has been agreed internationally that the responsible official bodies in the countries of production perform the legally prescribed phytosanitary inspections and the so-called quality inspections (for minimum prescribed regulations). Naktuinbouw is unable to, and cannot, take any responsibility for this. Naktuinbouw performs certification inspections for various crops on a contract basis on foreign production locations. Where necessary, contact is sought with any local inspection authorities.
8. What is a Q(uarantine) organism?
An organism that is harmful to plants and plant products that has been designated as such in EU-legislation, as well as harmful organisms that have been designated as such by countries outside the European Union, for export to these (so-called) third countries.
9. What is an organism that requires quarantine measures?
These are harmful organisms which have not been defined as such in EU-legislation, but in regard to or pursuant to the Plant Diseases Act for preventing and controlling harmful organisms it has been determined that measures must be implemented and for which a decision still has to be taken regarding designating the organism in question a quarantine status.
10. What are the import demands?
Companies wishing to import propagating material must meet the demands stated in the EU-Phyto directive 2000/29. All the EU demands relevant to the import of plant material can be found on the website of the Plant Protection Service (Plantenziektenkundige Dienst).
11. What is a phytosanitary certificate?
A document patterned after the model certificates of the FAO (IPPC), used by the phytosanitary service of the country of export to declare the phytosanitary status of the shipment described on the certificate for the phytosanitary service of the country of destination.

13. Who performs the import inspections?
The import inspections in the Netherlands are performed by the inspection services. All the locations have been divided among the inspection services and all the inspections on those locations will be performed by the same inspection service. Naktuinbouw often performs the inspections at the point of entry or export of the propagating material.
